Do callers pay any charges on 1800?

Not from an Australian fixed line — the call costs them nothing. From a mobile, the caller's own carrier and plan set the charge, which is separate from your bill.

Are there charges for features?

All prices exclude GST. Cap plans charge only the flat fee until the included value runs out — the reason the fee, rather than the rate card, is what most businesses actually see on the invoice.

When a month's traffic outlasts the plan's inclusions, the excess bills per second at the plan's rate. Two variables set the amount: total answered minutes, and the fixed-line versus mobile mix of your callers — mobile-originated calls carry a higher rate. From any Australian fixed line, an 1800 call costs the caller nothing. From mobiles, the caller's carrier and plan set their charge — separate from your bill, but worth knowing because it shapes caller behaviour.
